  1. Preheat your oven to 350°F (175°C). Gather your ingredients and necessary equipment.
  2. Heat a tablespoon of olive oil over medium heat. Sauté red onion and red bell pepper until soft, about 5–7 minutes. Add minced garlic for the final minute, then cool.
  3. In a large mixing bowl, add ground beef, breadcrumbs, Parmesan cheese, and eggs. Incorporate the cooled vegetable mixture, tomato paste, salt, pepper, and parsley. Mix until well combined.
  4. Transfer the meat mixture onto a sheet of parchment paper, shaping it into an 8"x15" rectangle.
  5. Layer deli ham, basil leaves, and mozzarella cheese over the meat mixture.
  6. Roll the meatloaf tightly using the parchment paper to guide the roll. Pinch the seams to seal.
