- Preheat your oven to 350°F (175°C). Gather your ingredients and prepare your baking sheet with parchment paper.
- In a skillet over medium heat, heat about 2 tablespoons of olive oil. Add the chopped red onion and diced red bell pepper and cook for about 5 minutes.
- Add minced garlic to the skillet for 1-2 minutes. Remove from heat and let cool.
- In a large mixing bowl, combine ground beef, breadcrumbs, Parmesan cheese, eggs, tomato paste, salt, and pepper. Add cooled sautéed vegetables and parsley.
- Transfer the meat mixture onto a parchment paper and shape it into a rectangle, roughly 8"x15".
- Layer slices of deli ham, basil leaves, and shredded mozzarella cheese on the rectangle, leaving an inch of space at the edges.
- Roll the meatloaf using the parchment paper, forming a tight cylinder. Pinch and seal both ends.
- Place the rolled meatloaf seam-side down on the prepared baking sheet.
- Bake for 1 hour until the internal temperature reaches 160°F (70°C) and the top is browned.
- Let it rest for 10 minutes before serving with marinara sauce and pasta or zucchini noodles.
