- In a skillet over medium heat, add lean ground beef and crumble it with a spatula. Cook for about 5–7 minutes until browned and fully cooked.
- Add soy sauce and hoisin sauce, mixing well to coat the meat.
- Incorporate shredded carrots and chopped bell peppers into the skillet, stir and cook for 2 minutes.
- While the beef and vegetable mixture cools, prepare your rice paper wrappers by filling a shallow dish with warm water.
- Dip one rice paper wrapper into the water for about 10 seconds, lay it flat on a clean surface.
- Position 2-3 fresh basil leaves in the center of the soaked rice paper, followed by a spoonful of the beef mixture. Fold in sides and roll tightly away from you.
