Step-by-Step Instructions
  1. In a skillet over medium heat, add lean ground beef and crumble it with a spatula. Cook for about 5–7 minutes until browned and fully cooked.
  2. Add soy sauce and hoisin sauce, mixing well to coat the meat.
  3. Incorporate shredded carrots and chopped bell peppers into the skillet, stir and cook for 2 minutes.
  4. While the beef and vegetable mixture cools, prepare your rice paper wrappers by filling a shallow dish with warm water.
  5. Dip one rice paper wrapper into the water for about 10 seconds, lay it flat on a clean surface.
  6. Position 2-3 fresh basil leaves in the center of the soaked rice paper, followed by a spoonful of the beef mixture. Fold in sides and roll tightly away from you.
