  1. Prepare the Filling: Beat the softened cream cheese and butter together until smooth. Gradually incorporate powdered sugar, fresh lemon juice, lemon zest, and a pinch of salt. Mix until thick and well combined. Freeze for 45-60 minutes until firm.
  2. Make the Dough: Beat the softened unsalted butter and ½ cup of powdered sugar until light and fluffy. Stir in vanilla extract and fresh lemon zest. Gradually mix in flour and salt until a soft dough forms. Chill if sticky.
  3. Form Cookies: Scoop about 1 tablespoon of dough and flatten. Place approximately ½ teaspoon of filling in the center, wrap the dough around the filling, and roll into a ball. Repeat until all cookies are formed.
  4. Bake: Preheat oven to 350°F (175°C). Place cookies on lined baking sheet and bake for 12-14 minutes. Watch to prevent over-baking.
  5. Coat in Sugar: Cool cookies on the sheet for about 5 minutes. Roll in powdered sugar until coated, then cool completely and roll in sugar again.
