- Preheat your oven to 350°F (175°C) and line a 9x9-inch baking pan with parchment paper.
- In a large mixing bowl, whisk together the flour, granulated sugar, light brown sugar, salt, and baking powder until well combined.
- Melt the butter and pour it into the dry ingredients. Stir until crumbly and set aside ⅓ of the mixture for topping.
- Bake the crust in the preheated oven for 15 minutes until lightly golden brown.
- In a separate bowl, whisk together the sweetened condensed milk, egg yolks, heavy cream, and salt until smooth. Gradually mix in the lemon juice.
- Pour the lemon filling over the hot crust and sprinkle the reserved crumb mixture on top.
