Step-by-Step Instructions
  1. In a medium bowl, whisk together the water, low-sodium soy sauce, brown sugar, avocado oil, red pepper flakes, and minced garlic until smooth.
  2. In a large zipper bag, add the flank steak and sprinkle in the cornstarch. Seal and shake until the meat is evenly coated.
  3. Place the coated flank steak at the bottom of the slow cooker. Add the diced onion and shredded carrots on top.
  4. Pour the prepared sauce over the meat and vegetables. Stir gently to coat. Cook on high for 2 to 3 hours, or on low for 4 to 5 hours until the meat is tender.
  5. Stir the mixture and taste for seasoning adjustments before serving over rice. Garnish with sesame seeds and green onions.
