- In a medium bowl, whisk together the water, low-sodium soy sauce, brown sugar, avocado oil, red pepper flakes, and minced garlic until smooth.
- In a large zipper bag, add the flank steak and sprinkle in the cornstarch. Seal and shake until the meat is evenly coated.
- Place the coated flank steak at the bottom of the slow cooker. Add the diced onion and shredded carrots on top.
- Pour the prepared sauce over the meat and vegetables. Stir gently to coat. Cook on high for 2 to 3 hours, or on low for 4 to 5 hours until the meat is tender.
