Preparation Steps
  1. Prepare Hard-Boiled Eggs: Bring a pot of water to a boil, add eggs, cook for 10 minutes, then cool in cold water and peel.
  2. Cook Potatoes: Wash and halve potatoes, add to salted water, bring to a boil, and cook for about 12 minutes.
  3. Add Green Beans: Once potatoes are cooked, add green beans and boil for 2-3 minutes.
  4. Shock in Ice Water: Transfer vegetables to ice water to halt cooking, cool for 5 minutes, then drain.
  5. Make Vinaigrette: Combine olive oil, lemon juice, vinegar, garlic, mustard, capers, salt, and pepper in a jar and shake.
  6. Assemble Salad: Mix cooled vegetables with parsley and chives, add half the vinaigrette and toss.
  7. Garnish and Serve: Cut hard-boiled eggs into quarters, add to salad, drizzle with remaining vinaigrette, and serve.
